
A delivery van driver accused of fatally hitting a man with his vehicle after an altercation last month in Allentown has been arrested, according to authorities.
Troy Johnson, 30, of Philadelphia is charged with third-degree murder and hit-and-run resulting in death in the Nov. 21 incident that killed Rigoberto Hernandez Arias, according to Lehigh County District Attorney Gavin Holihan.

Johnson was arrested Wednesday in Philadelphia, according to the U.S. Marshals Service. He had not been arraigned as of late Wednesday afternoon.
Witnesses and surveillance video, Holihan said, helped authorities piece together the following chain of events:
Hernandez Arias, 29, of Allentown, was driving an SUV when he pulled up next to the van driven by Johnson. The two vehicles later stopped at a traffic light, and a verbal “altercation” occurred between the two men in the area of Emmaus Avenue and South Fourth Street in the city.
After the altercation, Hernandez Arias was seen on the hood of the van as Johnson drove nearly a quarter-mile. Witnesses said he was “driving the van from side-to-side” to try to knock Hernandez Arias off the hood, according to Holihan.
Johnson slammed on the brakes of the van, ran over Hernandez Arias and fled, Holihan said.
Officials previously said it did not appear that the two men knew each other.
Police found Hernandez Arias in the middle of the roadway in the 2300 block of Emmaus Avenue around 8 p.m. and performed emergency life-saving measures, but were unsuccessful. His death was caused by blunt-force injuries, with the manner homicide, according to the Lehigh County coroner’s office.
The Marshals Service said a warrant was issued for Johnson’s arrest Dec. 10.
The case was investigated by the Allentown Police Department and Lehigh County Homicide Task Force.
